The technical side of the business is led by Steve Garlick and Lee McDowell who are both fully qualified Environmental Health Practitioners.

Lee Mc Dowell

Chartered Environmental Health Practitioner

Registered Consultant with the Occupational Safety and Health Consultants Register (OSHCR)

Graduate Member of IOSH

Lee joined Hygiene 2 Health in 2015 and has worked as a Senior Enforcement Officer for a number of Local Authorities, working in a range of disciplines including Pollution, Food Safety, Health and Safety and Licensing, with over 25 years experience.  In addition to his Environmental Health enforcement duties, he has also been an internal Health and Safety Advisor for a District Council and successfully achieved BS OHSAS 18001 certification (now ISO 45001) for his service when working for a large Unitary Authority.

Lee has a wide range of experience including in the fields of Legionella Risk Assessment and Fire Risk Assessment in addition to food safety and general health and safety auditing and support.

Over the years Lee has completed a range of qualifications including a BSc Hons in Environmental Health, NEBOSH diploma part 1 & 2, Lead auditors and FPA Fire Risk Assessment training, and as a Chartered Environmental Health Practitioner and Registered Consultant with the Occupational Safety and Health Consultants Register (OSHCR), Lee has to complete the required continuing professional development.

Master of Public Health

Stephen is a qualified Environmental Health Practitioner with over 30 years practical experience.  Just under two thirds was as a regulator and the past 15 years have been as an independent practitioner providing environmental health services on behalf of Hygiene 2 Health Ltd.

In addition to being a ‘hands on’ practitioner, he retains close relationships with the regulatory services and has been contracted by three different Local Authorities to provide Quality Monitoring and feedback on their Enforcement Officers.  This involved accompanying and mentoring their Inspectors during routine food hygiene and health and safety inspections.

Kevin Ogborne

Joining Hygiene 2 Health Ltd in June 2018, Kevin has extensive Local Authority Environmental Health and hospitality management experience. Qualifying as a chef in 1980, he worked in a number of nationally recognised hotels before progressing into hospitality management in 1986 and then food production within a large scale manufacturer where he was responsible for the early technical and product HACCP development. Environmental Health positions followed within Torbay and South Hams Council, Cornwall County Council and more recently, as a Health and Safety Consultant for a Unitary Authority before joining Hygiene 2 Health Ltd.

Kevin has a wide range of experience built up over many years working in a range of sectors which is complimented by verified qualifications including Higher Certification in Food Premises Inspection, NEBOSH Diploma Part 1 & 2, Lead auditors Training and Legionella Management and control HS004 Award.
